Collection: Tobias Phlbin

Tobias R. Philbin Ill, Ph.D. was born in Baltimore Maryland, grew up an army brat and served in the US Navy, retiring as a Commander. He also worked for the US Department of Defense and several other government agencies in a thirty year career in national security. He received his PhD in War Studies from Kings College London in 1975 and his MSc from the Defense Intelligence College in 1986. He holds the Secretary of Defense Medal for Meritorious Civilian Service.

He has taught at the Virginia Military Institute (History and Management) and is currently in his fourth year as an adjunct professor in the University of Maryland University College's Graduate School of Management and Technology. He is the author of two other scholarly books: Admiral von Hipper The Inconvenient Hero (Gruner, Amsterdam 1982), and The Lure of Neptune: German- Soviet Naval Collaboration and Ambitions 1919-1941( U of South Carolin Press, 1994). He lives in Lexington Virginia.
